フィリピン人の賃貸借事情 その1
今後、ＦＴＡ（自由貿易協定）によりフィリピン人女性のさらなる増加が予想される。少子・高齢化による日本国内の労働者不足と、彼女たちの経済事情が合致したわけだ。特に人手が不足している看護や介護といった分野に、多くのフィリピン人女性が進出してくるだろう。
さて、急激に増加するフィリピン人であるが、彼女たちの日本における住宅事情はどうなっているのであろうか。フィリピン人の住宅事情と言えば、まず浮かぶのは一つの建物に同国人同士が複数で住み、互いに助け合いながら生活する様子ではないだろうか。実際、同国は相互扶助意識が高く、他人の子供の世話などをしあうことも多い。その反面、地域の日本人とほとんど接触を持たないため、地域コミュニティに溶け込んでない。生活実態そのものを把握するのが難しいの状況だ。
ある時、在日フィリピン人向けの雑誌を発行している会社の人が当社を訪ねてきた。住宅に困っているフィリピン人向けに、情報の提供をして欲しいとのことであった。相手の求める住宅は、やはり建物全てをフィリピン人専用とするもので、さらに管理は入居者の雇い主または派遣会社がやるということであった。
フィリピン人の場合は、個人が部屋探しで不動産屋を訪ねる事はほとんどないようで、あっても配偶者の日本人と一緒の場合がほとんどだ。日本に来た目的が就労にあり、国の家族に稼いだお金を仕送りしている人が多い。そんな彼女たちにとって、日本での「住まい」は寝れれば良いだけの物なのかもしれない。そのためであろう「住まい」を手配するのは派遣会社や雇い主の会社が多い。
増え続けるフィリピン人。老後お世話になるかもしれない彼女たちの日本での「住まい」。いまから地域の一員としてお互いが共生できる「住まい方」を考えていきたいものだ。
