中国人の賃貸借事情　天津でのセミナー

2003年9月、私は中国の天津市にある南開大学・日本研究院を（財）日本賃貸住宅管理協会・外国人入居促進研究会（現、国際交流委員会）の代表として、副代表の姜さんと訪問した。目的は日本研究院主催の国際シンポジウムに参加し、特別に設けていただいた分科会で「日本の賃貸借事情」と、我々研究会の成果物である『外国人入居安定化のガイドライン』の説明をするためであった。
なぜ、このような機会を私達が得たかといえば、メンバーの姜さんがこの日本研究院の卒業生で、先生方に自分達の活動（外国人居住問題に対する取り組み）について話をしていたことがある。さらに、日本研究院の先生達の多くは日本での留学経験があり、日本での部屋探しの体験者だ。「外国人という理由で部屋を貸してもらえなかった」「日本人の保証人を探すのが大変だった」などの苦い経験を持つ先生もいて「そんな思いを教え子にはさせたくない」と我々の提案に応じ、シンポジウムに招待してくれたのかもしれない。
分科会では、将来日本への留学を考えている日本語学科の生徒3０名と先生方に参加していただき、「日本でアパートを借りるときの留意点」や「日本の賃貸借事情」についての説明、また住居確保に苦労する外国人のために作成した『外国人入居安定化のガイドライン』について質疑応答を交えながら解説した。
　学生からは「なぜ、保証人が必要なのか」「保証人は友達ではダメなのか」などの質問があり、関心の高さを感じた。ただ、質問と意見の多くは生徒からではなく、先生達からであった。自分が経験した留学生時代のアパートのことや「研修で東京に滞在する時、安い宿舎確保が難しい」とかいった内容である。そして「なぜ日本はいつまでたっても、外国人の住宅問題について真剣に取り組まないのか」「短期・中期滞在者向けの安い宿泊施設があれば助かる」など、いろいろな意見や要望が出された。
日本における外国人の居住問題はまだまだ解消されていない。それどころか多くの外国人が多様な目的で入国するようになり、複雑化してきている感もある。外国人が住居確保に困ることなく、目的にかなった住まいを確保してもらうためには、文化や価値観が異なっていても、だれもが納得できるグローバルスタンダードな賃貸借システムが必要であろう。

First off I would like to say great blog! I had a quick question in which I'd like to ask if you do not mind. I was interested to know how you center yourself and clear your mind before writing. I have had a difficult time clearing my thoughts in getting my thoughts out there. I truly do enjoy writing but it just seems like the first 10 to 15 minutes are usually lost just trying to figure out how to begin. Any suggestions or hints? Cheers!
