留学生の住宅事情－その1
「留学生10万人計画」 数は達したが・・。
「留学生10万人計画」は83年に実施され、目標数字の10万は02年に達成した。その後も順調に数を伸ばし、いまでは13万を上回る数となった。国籍別では中国が90,746人（平成16年末）と全体の70％を占め、次いで韓国・朝鮮が12.7％と続く。他にはマレーシア、タイ、インドネシアからも多く、留学生の出身国総数は157と国連加盟国191の８割を超える。
その数を地域別でみると、東京が一番多く次に大阪そして神奈川、埼玉、千葉と続く。大阪を除く1都3県で全体の過半数を占め、都市に集中する傾向があるようだ。ただ最近は、地方の大学も留学生を積極的に受け入れ始めたため、数の差はあるにしろ日本全国いたるところで留学生を見かけるようになった。
さて、その留学生の住宅事情であるが、文部科学省の「留学生受け入れの概要」（03年）によると、留学生の75％は民間アパートを利用しており、学校の寮や公的施設を利用しているのは20％程度とのことだ。物価の高い日本である、私費留学生、特にアジアからの学生にとって、民間住宅の家賃は経済的に相当負担になるはずだ。彼らはそれをどうのように遣り繰りしながら、日本で生活をしているのだろうか。
（ 財）日本国際教育協会の「私費外国人留学生生活実態調査」によると、「留学生の平均住居費は関東で3万4千円」ということで、日本人学生の住居費に比べかなり低い。しかし「住居のほとんど（93％）にはバスもしくはシャワー（共同も含む）がついている」という。住居費に大きな差があるのに、設備などに大差がないのはなぜだろうか。そのわけは、友達などと一緒に住むことで負担を減らしているからだ。
留学生が日本人や日本文化に興味を持つきっかけはいろいろで、中学生時代にテレビドラマの「おしん」をみて日本と日本人に興味を抱き、日本に来たというバングラディシュの学生などもいる。せっかく日本と日本人に興味を持って、遠い国からきている留学生達だ、そんな彼らにもっと快適な住居を提供できないものだろうか。
