第2回 話題沸騰！ 「外国人ハウス（ゲストハウス）」その人気の秘密 その1
「外国人ハウス」とは、1980年代頃から（この頃から外国人が飛躍的に増加する。1980年の外国人登録者数は78万人）、東京都内で住居に困っている外国人に自宅の空き部屋を開放したり、日本語学校が生徒のために宿舎として借り受けた一戸建てなどを、生徒だけに限らず一般の外国人にも貸したことなどから始まった貸間形式のアパートである。
外国人にとって、一般の賃貸アパートを借りる場合の礼金、敷金は、経済的負担が大きく、それ以上に日本人の保証人を用意するのが非常に難しい。また、外国人であるというだけで入居を拒否されてしまうような時代背景もあり、家賃以外の一時金が必要なく、保証人も要らない外国人ハウスはとても経済的で便利な存在となった。
さて、東京「ゲストハウス第1号」であるが、築後40年以上の木造のアパートで、建て替え予定だったものに簡単なリフォームを施し、外国人ハウスとして再生したものだ。共同の玄関を開け、ミシミシと軋む廊下を奥に進むと、共同のトイレ、ランドリー、シャワールーム、そしてみんなの憩い場であるキッチン兼リビングがある。各室にはクーラー以外の特別な設備はなく、部屋の広さも4.5畳～6畳くらいと広くない。だが、寝具や照明器具などは一応揃えてあるので、鞄一つで来てもすぐにでも生活できる。共用のリビングには、大型テレビ、パソコン、冷蔵庫、電子レンジ、調理器具などが備わっているので便利だ。
ある意味、「外国人ハウス」はグローバルスタンダードな賃貸形態といえるかもしれない。
