第14回 What is 礼金? 賃料の前払いですか?それとも単なる慣習？
「礼金 ○×□△ それはなんですか？私の国には無いのですが、誰に何のために支払うお金なのですか？」「部屋を借りる際に、大家さんに謝礼として支払うお金ですよ」「へえ～大家さんにあげるプレゼントマネーですか」。これは部屋を探しに来た外国人と不動産屋とのやり取りである。
留学やビジネス目的で来日した外国人にとって、日本での一番の課題は住宅確保のようだ。まず彼らが驚く事の一つは、部屋探しの難しさ、そして礼金などの契約金である。外国人から礼金についての質問は多く、「途中で解約したら清算して戻してもらえるのか」「１年しか住まないのだから半分にして欲しい」「契約期間に合わせ均等払いにしてもらえないのか」などと様々だ。
なぜ、こうまで外国人にとって礼金が問題となるのか。外国の賃貸借システムをまとめた『海外の賃貸借事情』（まち居住研究会編・著）によれば、韓国・フランス・ドイツ・アメリカ・台湾・香港などでは、日本の礼金にあたる一時金は無く、ただドイツには「契約締結金」（外国人労働者や学生など入退居が煩雑な人の場合は１ケ月分必要）、韓国には「契約金＝チョンセ金の10％程度」（チョンセ＝アパートなどの貸借で、一定の金額を家主に預ければ、月々の家賃が不要な契約）があるとの事だ。また、ここのところ増え続けている中国人であるが、彼らの国には礼金はあるのだろうか。一般的な賃貸では礼金0（ケ月）敷金1～0手数料1ということで、やはり礼金は無い。
この「礼金」であるが、外国語（英語）では何と言うのだろうか。そもそも外国に存在しないものを外国語で表現することになるのだが、英語では「Key money」となり、部屋を借り受けた証の「鍵代金」というわけだ。それにしても高額な鍵代金である。
礼金（権利金）は、昭和１4年の地代家賃統制令を受け、賃料値上げの代替方法として発生したらしいが、昭和２２年の同制令撤廃後もそのまま慣習として残り、現在に至っている。ただ最近の賃貸マーケットの変化（貸し手市場から借り手市場へ）に伴い、賃貸住宅においても消費者（借り手）ニーズに対応した商品が少しずつ出始め、礼金ゼロの物件なども現われだした。
礼金問題は、外国人の"不満の声"と思っていたが、実は日本の古い慣習に風穴を開け、グローバルスタンダードな賃貸借に向かうための"新しい声"だったのかもしれない。
