第１２回 国際化社会での対応（その2） 新宿区大久保地区事情
いつのまにか、不動産屋の張紙が「外国人不可」から「外国人（外国籍）相談・可」に変った。しかも、一部の物件だけでなく大半のものがそう変ったのだ。その不動産屋の場所は、東京のエスニックタウンと呼ばれる新宿区大久保地区（大久保１～2丁目、百人町1～２丁目、北新宿１～３丁目）である。10年程前は、ほとんどの張紙に「外国人不可」と書かれていたのだが、なぜこうまで業者の対応が短期間に変ったのだろうか。
その原因の1つには、同地区における外国人の急増が挙げられる。現在、新宿区には区民の約10％にあたる29,143人（04年1月）の外国人が住んでおり、バブル時の14,301人（88年）の倍になっている。この間、外国人は14,842人増加し、逆に日本人は40,514人減少している。大久保地区においてはさらに外国人の増加率は高く、人口割合も20％を超えている。さらに、外国人と日本人の賃貸割合を比べると外国人の方がはるかに高く、しかも外国人は日本人に比べ居住期間が短い。地元業者が「部屋探しに来る客の80％は外国人だよ」と言っているのが頷ける。
次に、バブル経済崩壊により需給バランスが崩れ、賃貸市場が貸し手市場から借り手市場になった事も、「外国人不可（入居拒否）」から「外国人可（入居歓迎）」に変った原因の1つに挙げられる。また、古い木造アパートが新築のマンションに建て替えられ、オーナーも世代交代で若返り、貸家業がオーナー業（所有）から賃貸業（使用）へと変化し、入居者対応がよりビジネスライクになった。 一方、外国人入居に対して少しずつ経験を積み重ねることで、当初抱いていた不安や問題を解決し、柔軟に対応できるようになってきた。 不動産業者のなかには市場の変化をビジネスチャンスとして捉え、外国人スタッフを雇用し積極的に取り組みを始めたものなどもいる。
今後の少子高齢化にともなう外国人雇用促進を考えれば、職場近郊の外国人集住もは当然に想定される事だ。大久保地区は日本最大の繁華街（歌舞伎町）に隣接する特殊なエリアではあるが、外国人雇用にともなう外国人集住地区という見方をすれば、外国人増加の理由は納得できる。
30年前、ロンドンで見かけた繁華街（ピカデリーサーカス）に程近いアールスコートの外国人集住地区の様子が、私には今の大久保とダブって見える。
