卒業後も日本に住み続けたいのに・・・
カリスマ美容師を目指し、美容専門学校で学ぶ韓国人留学生の朴さんだが、美容師資格も取得しあとは卒業を待つだけなのに、顔が曇りがちだ。なぜかと言うと、日本での就職がまだ決まっていないからだ。留学当時、朴さんが描いたカリスマ美容師になるシナリオは、「資格を取得し、学校を卒業する。5～6年は日本の美容室で働き経験を積む。その後、帰国して美容室を開く」というものだった。そのシナリオが脆くも崩れようとしているのだ。
朴さんに限った話しではなく、留学生のほとんどが卒業後も日本に留まり、日本企業に就職することを望んでいる。学校では専門知識を習得。日本語のコミュニケーション能力を高める努力もしてきた。これも日本企業に就職するための準備である。
しかしながら、日本国内で就職できた者は、留学生総数１３万人の４％程度である。1年単位でみても卒業生数が４万人程度であるから、就職できた者は１３％程度、専修学校にいたっては、わずか６％程度と"超狭き門"だ。
このような状況の改善につながればと、今月（11月）新宿区が運営する"しんじゅく多文化共生プラザ"で、「留学生のための就職・起業・在留手続き・住居と事務所等について」と題するセミナーが開催された。この"しんじゅく多文化共生プラザ"は、外国籍区民10％をかかえる新宿区が"多文化共生のまちづくりを目指し、日本人と外国人の交流を通して、お互いの文化や歴史の理解を深めてもらおう"と、ハイジア（新宿区歌舞伎町）内に設けた交流の場である。
このセミナーで「起業する外国人のための住居と事務所について」を担当した私だが、この話を頂いた当初は、「外国人は住居を確保するのも大変なのに、起業して事務所など確保できるのだろうか？」と懐疑的であった。が、いろいろ調べていくうちにそれが十分可能であり、また彼らの留学目的や夢を知るうちに「チャレンジ精神旺盛な外国人留学生に、住居と事務所を通してビジネスチャンスを与えることもできるのではないか」と思えてきた
